Ongoing evaluation: IEPPE Project – Action Education

Our team is currently conducting an evaluation of the IEPPE (Investing in Early Childhood Education and Protection) project, implemented by the NGO Action Education in Madagascar.
This assessment aims to:
- analyse the outcomes and effects of preschool on children’s development and learning;
- appreciate the changes related to positive parenting and educational practices;
- document best practices and levers for sustainability in early childhood education interventions;
- formulate operational recommendations for education stakeholders and decision-makers.
The context of preschool education in Madagascar
In Madagascar, pre-school education is a major issue for human capital development, but it faces many challenges: limited access, significant regional disparities, a shortage of qualified resources and poorly structured family support systems.
In this context, early childhood interventions play a decisive role in reducing inequalities from an early age, improving preparation for primary school and strengthening educational trajectories in the long term. However, the sector remains marked by a significant need for reliable data and rigorous analysis to inform strategic choices and public policy.
Our interest, consistent with our mission and vision
Our involvement in evaluating the IEPPE project is fully in line with our mission to strengthen education systems through the production and use of evidence-based data. This initiative reflects our vision of equitable, high-quality education based on evidence, collective learning and continuous improvement of policies and practices. By evaluating the real effects of early childhood education initiatives, we are helping to strengthen informed decision-making, leading to more effective and sustainable interventions.
Our contribution to the education system in Madagascar
Through the IEPPE project evaluation report, our contribution to the Madagascan education system is reflected in:
- the provision of in-depth analyses on the impact of preschool education and positive parenting approaches;
- the identification of good transferable practices and conditions conducive to the sustainability of interventions;
- the formulation of operational recommendations for institutional actors and implementing partners;
- strengthening evidence-based advocacy for early childhood education.
For us at Education Network, this evaluation is not limited to assessing the performance of a project or meeting the needs of a single stakeholder. It is part of a broader ambition: to contribute to the development of the early childhood education sector in Madagascar. By producing evidence-based data, robust analyses and transferable lessons, it aims to inform the improvement and expansion of pre-school programmes at the national level, strengthen the coherence of education policies and support a collective dynamic for sustainable impact in the service of children and families.
